Cookeville Man Charged With Statutory Rape

A Cookeville man faces multiple charges for allegedly having sexual relations with a 15-year-old juvenile. Authorities arrested 21-year-old Terrence Philips for statutory rape and contributing to the delinquency of a minor Monday. Scammers have cloned the Putnam County Sheriff’s Office telephone number. A press release indicates that the scammers have used the number to attempt to steal from citizens.
