State Comptroller’s Office officials say the Overton County Clerk investigation is an “unusual” case.
An investigation released Monday found that Overton County Clerk Victoria Looper created fake vehicle titles to obtain personal bank loans. Director of Communications John Dunn said the actions are not what you expect to see from a sitting clerk.

According to the investigation, the clerk created two titles for vehicles that no longer exist, a 1949 Cadillac and 1979 Ford. The assets were then used as collateral to obtain $15,000 and $28,000 personal loans.
Dunn said there are issue that need to be addressed in Overton County. Earlier this year, the state office reported “serious problems” in the school system’s most recent audit. Dunn said the office is hopefully that county officials will take heed and move forward in a positive direction.
Dunn said he could not comment as to how the Comptroller’s Office got involved in the investigation.
The reports says, “the official, working in her capacity as clerk, altered vehicle titles to improperly generate new registrations and titles.”
