Authorities have arrested a convicted child rapist who escaped from the Van Buren County Jail Monday morning. 37-year-old Joel Ernest Blanton apprehended yesterday evening in Warren County. Authorities said they located Blanton Salem Road, between Bluff Springs Road and Faulkner Springs Road. The Cookeville Police Department has identified the juvenile wanted for evading police and stealing a car early Monday morning. Cookeville City Council approved the 2018-19 fiscal year budget Thursday. The city’s property tax rate will remain unchanged for the next year, holding steady at 84 cents.
