Baxter Moves to Finalize Titan Project Agreement

Baxter City officials are finalizing the Double Springs Utility agreement in accordance with the Titan Project Friday.

Mayor John Martin said Baxter must finalize the agreement in order to move forward.

“We have an agreement that we are working on with Double Springs as far as an agreement between them and us,” Martin said. “They are providing water and we are providing sewer. We will finalize that and I have got to talk to our attorney.”

Martin said the Titan Project will finalize permitting with TDOT this week as well.

Baxter engineer Tom Bennett said the Baxter is still processing the Titan Development agreement.

The Titan Project – also known as the J.  Cumby Project – is zoned as a residential and commercial area. Cumby designed the project to bring apartments and retail stores to Baxter along Highway 70 near the Highway 56 intersection.
