Algood City Council voted against a one-time bonus for 46 front-line city workers Tuesday night. Three council members including Mayor Lisa Chapman-Fowler abstained. The 32nd Upper Cumberland Quilt Festival has been cancelled. An Algood man is in stable condition at Vanderbilt Medical Center after being shot at Cookeville’s LaQuinta Inn Friday morning. 31-year-old Justin Michael Payne had been shot three times in the upper torso.
