Spencer Moves Forward With Endangered Species Survey

The City of Spencer will move forward with an endangered species survey after a Thursday night vote.

The survey required as part of the process to improve the city’s water supply, as mandated by the state Water and Wastewater Finance Board. The city wants to construct a new water raw water line.

“This is down in the Caney Fork River,” Consultant Zeda Hillis said. “It will be in an area where the intake is going to be at and disturbed. Before we can get any permits or anything for disturbance we have to verify if there’s any muscles or endangered species. Let’s pray there’s not.”

City officials voted to accept a proposal from Dinkins Biological Consulting, LLC to perform the survey at a cost of $16,679. Engineers presented two proposals for the survey Thursday night. The proposal from Dinkins was more than $3,000 less than the other proposal from Enviro Science.

Hillis said one of the factors that made Dinkins the best proposal was their commitment to completing the survey by July 19th. She said everything is time sensitive.

“But this is just one more step we have to get done in order to complete the water line,” Hillis said.

The board voted unanimously in favor of Dinkins’ proposal. Hillis said she would reach out to Dinkins and get the contract started on Friday.
