Putnam Planning Moves Forward With Final Plat Approval Despite Concerns About Precedent

The final plat for a subdivision at the DeKalb County Line moving forward despite concerns about required fire hydrants not being in place yet.

The commission approved the plat provided that a $50,000 letter of credit will bond the developers to install fire hydrants. Engineer Patrick Rinks said he worried about what kind of precedent this would set.

“My experience working on or consulting with the commission, we’ve done very few, I can think of maybe two where we’ve bonded water lines and hydrants,” Rinks said. “Most of the time we require it before we sign off on it.”

The plat will create 19 lots on 16 acres of land where there is an existing 6-inch water line. Realtor Sam Tays said the main reason for providing a letter of credit for this is time. He said developers are ready to start selling the land whether it had 19 lots or just a few.

Tays said with the commission’s approval, they can now go before the Cookeville Boatdock Utility Board to get permission to extend a 6-inch water line and implement fire hydrants. He said the board already agreed to provide water service.
