The Crossville Sports Authority approved a lease agreement and the issuance of bond documents for the proposed $34.8 million recreation center Friday.
City Attorney Randall York said the final draft of the lease agreement between the authority and the city had a few changes from the original draft. York said a big change was the reimbursement limitations of the YMCA to the Sports Authority. York said the change was needed to improve the pitch of the bond documents.
“What we did as it relates to some of the things it’s a primary obligation of the sports authority to be responsible,” York said. “We needed that in order for the effective sale of the bonds.”
The authority also approved an intergovernmental agreement with the city. York said he reached out to several entities to see if the agreement was needed.
“We’ve got a lot of input all the way around,” York said. “It’s my understanding that these are all exactly what we need and we have put a lot of time and effort into this.”
The board then approved to accept the deed of the property where the rec center will be built which is off of North Main Street across from the city hall. Member Rob Patton said the city needs to build excitement amongst the public for the rec center.
“I think we need to start showing that this is where it’s going to be to the public,” Patton said. “Get a sign up and start making this thing look real.”
York said the reimbursement limit will increase from $2,500 to $5,000 after the first five years. Crossville Financial Advisor Larry Kidwell said now with the lease agreement and issuance of the bonds approved, the sports authority can now publish a public notice.
City Clerk Baylee Rhea said a eight by sixteen-foot sign is already in production. Rhea said excess removal on the property will begin in the next couple of months.
