The Crossville City Council rejected a bid for the 2018 Community Development Block Grant (CDBG) rehab bid Tuesday.
City Engineer Tim Begley said the Brookhaven and Highland sewer and water line project originally used grant funds left over from the downtown project.
“Once we started the design of the project, we realized that we were going to need easements,” Begley said. “And we couldn’t meet the deadline to spend the remaining grant funds that were available on the downtown project.”
Begley said the original bids caused confusion among the contractors.
“We had a contractor at the pre- bid that had mentioned the asbestos concrete pipe that is in the portion of this project,” Begley said. “And I think it scared a few of the bidders. The word asbestos just scares everybody.”
Begley said the Brookhaven and Highland water line projects were separated in case the city could not fund both.
“At this point in time, those two projects need to be combined. And I don’t think all the contractors understood that it all was one complete project,” Begley said. “We had one contractor only turn in a bid for half the project.”
The City Council approved combining and rebidding the projects. Council also approved a 45 day extension for substantial completion during a special called meeting Tuesday.
