Celina Approves Bid For Headworks Project At Wastewater Plant

The Celina Board of Aldermen awarded a $544,000 bid to begin a headworks project for the wastewater treatment plant.

Engineer Matthew Tucker said the project is a major step in adding new sewer connections in the future.

“This is the first piece, and the bulk of your bypass/overflow reports were at the wastewater plant,” Tucker said. “As a percentage of your bypasses, this will actually eliminate 50 to 60 percent of you violations.”

Tucker said once completed, the city could ask TDEC to lift the moratorium and connect to the industrial park and the new Clay County Jail in progress.

“The county could build the jail, the Mitchell Street property would be below that point, so you could hook it up,” Tucker said. “So, it would open up part of the sewer system for new connections, and then as we address it,

Tucker said the bid was over the budget $486,000, but that was expected with the original price estimate made in 2019. In order to cover the increase, the board approved a $43,000 payment.

Celina now has $168,000 invested in the project with about $15,000 being used as a contingency. The remaining of the project being paid through an ARC grant. Tucker said a start time still needs to be determined with TDEC.
