City Council Moves Quarry Public Hearing

Cookeville City Council will postpone the public hearing and first reading on the proposed Spring Street quarry redistricting until October 15.

The land sits at 1940 East Spring Street, near the Interstate 40 interchange.

City Manager James Mills said the council will not have a quorum for the Thursday ordinance reading with both Mayor Ricky Shelton and Council Member Charles Womack unavailable Thursday night. In addition, Council Member Mark Miller told the city he will need to recuse himself on this vote.

Citizens who wish to comment on the proposed rezoning can do so October 15 at CPAC. The rezoning of the land would be from CG, general commercial, to QM, quarry and mining.

The Cookeville Planning Commission approved the rezoning. The owners of the land want to remove rock and debris from the site in preparation for using the land for commercial purposes. Without the rezoning, the owners would be forced to remove debris, take it to the top of the hill, and cleanse the debris there. The owners said that would mean a longer time frame to clean the site up as well as more noise.

The planning commission did include a boundary along Spring Street to reduce the visual impacts of the quarry.

The October 15 meeting will begin at 5:30pm. To allow for more speakers and social distancing, the meeting will be held at the Cookeville Performing Arts Center.
