The Highlands Estates will begin initial construction for a subdivision in Monterey.
Planning Director Kevin Rush said the preliminary plat allows two parcels of land to be divided into 13 lots.
“As a refresher for the subdivision process, anything over five lots does require preliminary and final separate plats,” Rush said. “After tonight they will have the authority to go out and build the water, the sewer, and the street.”
Rush said the subdivision will require the extension of water and sewer lines as well as the roadway.
“Basically this is a preliminary plat of a thirteen lot subdivision where they will be extending East Louis Avenue,” Rush said. “They will be extending it and turning right and going up. There will be one lot off of Speck and then the rest of them will be off of East Louis extension.”
Rush said the developers can present a final plat once the work is complete or after the water and sewer extension is complete. In order to have a final plat after the water and sewer is complete, the developers will have to submit a letter of credit to the city.
“And that way if a developer did not complete the final steps,” Rush said. “We have all the money needed to go in and complete those improvements. ”
The initial property developers will have to extend water and sewer connections. Rush said the developers will not be responsible for water and sewer tap fees.
“Just say a builder comes in and buys all the lots. You know they would go in and start building the houses and they would put in the sewer taps and water taps. But the lateral lines to the property would be required,” Reagan said. “They have to run the sewer connections to the main line and then cap it off. The city would get the sewer tap and water tap whenever the lots are actually built on.”
The Monterey Planning Commission approved the Highlands Estates Preliminary Plat during the meeting yesterday.
