Cookeville Man Violates Sex Offender Registry

A Cookeville man faces multiple charges for violations to the sex offender restrictions Tuesday

Officials arrested 29-year-old Matthew Hester for child abuse, driving on a suspended license, and failure to possess sex offender identification.

Officers made initial contact with Hester for the failure to dim his headlights. Officials also identified the passenger as a 16-year-old female.

Arrest warrants indicate that Hester had his pants down and his penis exposed in the vehicle.

Hester said he did not have any identification.  A records check indicates Hester was on the sex offender registry for a 2010 charge of carnal knowledge, or sex with someone under the age of consent.

Hester’s license was suspended in Virginia. Hester did not have a Tennessee license despite being a resident.

Authorities also cited Hester for failure to dim lights and no insurance.

Officials booked Hester into the Putnam County Jail on a $7,500 bond. Hester has since posted bail.

Hester must appear in court on February 4.
