The former treasurer of the Upperman High School Fishing Team Booster Club booked into the Putnam County Jail Tuesday on charges of theft.
Rosemary Downs reported in April for possible theft. An investigation by the Tennessee Comptroller’s Office with assistance for the District Attorney’s office ensued. The Comptroller’s Office revealed evidence supporting the allegations.
The Putnam County Grand Jury indicted Downs Monday on felony charges of Theft Over $10,000 and Forgery. Downs was then booked.
When the investigation began, school officials immediately removed Downs from her position as booster club treasurer.
