A Monterey man that has been arrested at least 30 times once again in custody on methamphetamine charges. 40-year-old Michael Howard was arrested Monday night. Through an ongoing investigation, the Putnam County Sheriff’s Drug Task Force seized some 28 ounces of methamphetamine.
