Putnam Planning Wants Further Study On Road For Possible Water Plant Rd. Subdivision

A developer of a 40 lot subdivision on Water Plant Road will need to conduct further studies before moving forward on a planning request.

Developer Pete Scerbo approached the Putnam County Planning Commission Tuesday about improving an unkempt segment of road on the site. Planning Director Kevin Rush said the foundation of the road needs to be evaluated beforehand.

“I think you would need to do some core drilling to see what’s underneath,” Rush said. “Just for example, if there is six inches of rock underneath it, that’s one thing. If you do a core drill and there’s a half inch of rock, that’s a completely different scenario.”

Scerbo said he would prefer cleaning up the road to meet county standards. After discussion, commission members agreed the tar and chip road would need to be ultimately repaved.

Rush said requiring the repaving is consistent with subdivision requirements. Scerbo said he plans to take the guidance back to his Florida-based company to see if the project would be feasible.

The possible subdivision consists of 80 acres of an undeveloped site. The developer wants to redivide the land into 40 lots. Road Supervisor Randy Jones said the core drill study would determine if the road would need to be dug up or if it could be reused for the development.

Questions also arose of who owns the unkempt road. The county maintains and owns Water Plant Road up to where the plant is located. Then, the city of Cookeville has an easement for the water plant road frontage. The ownership of the unkempt road past that point is unknown.

Scerbo said he will conduct title searches to find an answer.
