Baxter Council approved the infrastructure plan for the new Portbello plant.
A total of five resolutions passed Thursday night to begin installation of water and wastewater at the site.
Mayor John Martin said everybody wants to see dirt turning at the location but Portobello officials tell him everything is good.
“I think a lot is still COVID related,” Martin said. “We’re just waiting for a shovel in the ground.”
The city approved a resolution giving Martin the authorization to complete the project agreement with the company. The city will also sign off on the grant with the Economic Development Administration. Council members approved a contract with Bennett Associates for engineering services on the North Baxter Wastewater improvements as well as the Portobello improvements. The final resolution involved administrative services on the projects with UCDD.
