Monterey Waterline Project To Enter Environmental Phase

The town of Monterey will be looking to move forward with plans to install waterlines along Highway 70.

Project Administrator Dawn Kupferer said the environmental phase will be the next step for the $635,000 project.

“I will send letters to state and federal agencies for the opportunity to give ideas of environmental impacts on the site,” Kupferer said. “That’s the next phase, and this environmental review usually takes about 30 to 60 days depending on the backlog.”

Kupferer said the planning phase can begin once the environmental studies have wrapped up.

“That’s just the design stage, where we get the engineer to get some really good plans and specs together so we can bid this out,” Kupferer said. “Once that’s done, then we can actually go to construction. If no rain delays, we can probably go to construction sometime next summer.”

Monterey will use a $300,000 Appalachian Regional Commission grant to help pay for the project. The work includes the installation of new waterlines under Interstate 40 at exit 300.

Kupferer said the finished product should be an economic driver for the area around exit 300.

“Exit 300 has no true development because there’s currently no water,” Kupferer said. “Once it’s developers there will be opportunities for businesses to come in.”

Monterey aldermen selected James C. Hailey and Company to serve as the project engineer this week. Aldermen chose Kwill Consultants and Kupferer to serve as the project administrator.
