Fentress Man Charged After Horses Found Starved, Dead

A Jamestown man will appear in court next month after multiple horses were found dead or starved on his property.

Authorities charged 73-year-old Francis Smallwood with 11 counts of animal cruelty after receiving a call from a citizen about the horses earlier this month.

A Fentress County Sheriff’s deputy reports one of the dead horses were found in a field along Gatewood Ford Road and Grover Lane south of Allardt.

The deputy continued his investigation and found a second deceased horse in the back of the field that had almost completely decomposed, in addition to what appeared to be remains of a third horse.

The report states five more horses were found alive on the property with their ribs showing as if they were not being fed. Four hay rings were located on the property that had become overgrown with stalks around them.

The report indicates Sheriff Michael Reagon went to Smallwood’s residence along Frank Campbell Road in Jamestown and found four more starved horses on the property.

Smallwood was arrested March 17 and has since posted a $10,000 bond. Smallwood was arraigned March 20 and will appear in court April 17 at 1 p.m.

The Fentress County Sheriff’s Office reported Friday that the horses found alive have not been euthanized. However, it’s unclear whether euthanization will be required.
