Cookeville Making Progress With Plans Of Service For Annexed Territories

Cookeville City Council set to discuss its annual progress report for the plans of services for annexed territories in the city.

Plans of services are required by state law and include extending utilities, providing trash pick up, and providing police and fire department protection. Community Development Director Jon Ward said this year’s report has a larger update than any he has done during his tenure.

“People have contacted the Water Quality Department about interest in wanting the service, I think that’s been a catalyst for a project that’s extending sewer,” Ward said. “I think development is extending sewer in the other areas.”

Ward said the city currently has three active sewer extension projects. He said that includes extending sewer to the 5th interchange, the Buck Mountain Road project, and the Dry Valley Road project.

Ward said they provide the updated progress report every year, with most already having the extended services except for sanitary sewer. He said when they present the report for public hearing, they typically hear comments is relative to the East Highway 70 North and I-40 annexation from the owners of the motel in that vicinity.

City Manager James Mills said they typically start to look at sewer extension when it is specifically requested.

“When most of those areas were annexed, the plans of services for sanitary sewer said it will be treated as the rest of the city,” Water Quality Control Director Barry Turner said. “So to my understanding, that plan of services will be presented until the sewer is in those areas which is pretty much the rest of the city.”
