Cookeville City Council approved the bid on a low pressure sewer system to expand service in the Shag Rag Road area.
The $398,000 bid would expand service to multiple parcels on Dry Valley Road, Shag Rag Road and Contraband Road. Director of Water Quality Control Barry Turner said the city received just one bid.
Council Member Eric Walker motioned approval on the bid contingent that any sewer extension on Buck Mountain Road only go forward if a cost-sharing agreement is approved by council. The motion passed unanimously.
Council rescinded a bid approval at its last meeting after concerns arose over a potential conflict as a developer had offered to pay for the sewer upgrades. A development had not been approved in the area, causing conflict of interest concerns from some citizens.
The annexation of the area several years meant the city had to extend sewer to the area at some point.
In other business, council approved on first reading the rezoning of less than half an acre at the corner of North Hickory Avenue and Montgomery Avenue. Four dilapidated homes would be replaced by ten townhomes. The townhomes feature two bedrooms and two bathrooms with a one-car garages.
The zoning would move the land from medical services to local commercial. As part of the rezoning, Montgomery Avenue would be changed to a one-way street. Planning Director Jon Ward said the city talked to two other property owners impacted by the one-way decision. Both had no issue with the change.
No residents spoke during the public hearing.
Council members approved on first reading the rezoning of the property at the corner West Spring Street and South Walnut Avenue, the future site of a proposed coffee bar and venue. The rezoning would place the land in the Central Business District zoning which allows for different signage, awnings and landscaping from the current CL zoning.
Work on trails at Cane Creek Park will move forward after council approved an option one bid from Rogers Group. That will pave the trail from the northside of the lake across the dam. Leisure Services Director Rick Woods said they bid the project in parts because of rising costs. Woods said they hoped to finish that project in a future budget year.
Council also approved the purchase of eight scoreboards at Cane Creek Sports Plex, a budgeted item. The floor at the Cane Creek Gym will also be resurfaced and restriped. Council approved a $14,000 bid from the company that installed the floor.
