Commission Approves 75-Lot Preliminary Plat

The Putnam County Planning Commission approved a preliminary plat for a 75-lot subdivision on Medlin Road south of Baxter Tuesday night.

Planning Director Kevin Rush said he is concerned about a portion of the 87.4-acre development. A road is designed to fit on a steep slope. Rush said the developer will have to submit a planning profile for the three new roads that will make up the subdivision before construction begins to plan for a solution.

“There’s a lot of slope changing in that area right there so it’s just a concern,” Rush said. “I think they can address it, but we want to make sure it’s done and looked at on the front end before any construction starts and they know what they are going to do to address it.”

Rush said there are also a few minor spot improvements that will have to be done on Medlin Road to prepare for the development. Rush said the planning department should set up a formal agreement with Property Owner Matt Sliger about the improvements, but Sliger said that would not be necessary.

“I feel pretty protected with you guys and with (Road Supervisor Randy Jones) and I think Randy would say the same about me,” Sliger said. “I like to have it in writing, but I just don’t think attorneys are all necessary.”

Rush said the improvements are small enough that he agreed requiring an official agreement is overkill. Rush said the road supervisor will have to sign the plat and he will not sign it if he is not happy with the work.

The plat has three proposed roads: Waterfall Drive connecting to the east side of Medlin Road and then Misting Lane and Kayak Loop, two cul-de-sacs extending north and south off of Waterfall Drive to make a four-way intersection. Sliger said he is confident the majority of the traffic for the subdivision will use Ball Hill Road to come and go.

“Only time somebody’d come off Nash Road to me is if they wanted to dump something on the property back there,” Sliger said. “I mean, that’s about true. Them S-curves in Nash Road are no, they’re not fun.”

Commissioner Patrick Rinks said one of the proposed cul-de-sacs exceeds the commission’s 1,200 foot maximum. Rinks said the plat will have to incorporate a solution to address the issue in the future.

“We’ve done this in other places when we get over 1,200 feet,” Rinks said. “We’ll add just another cul-de-sac basically, a turnaround somewhere in the middle, mainly when you’ve got one way in, one way out.”

In other business, the planning commission approved two final plats, one to divide a 3.36 acre parcel at the corner of Wynd Walker Drive and another to create a 1.61-acre lot from a parcel on Macedonia Road. The commission also denied a final plat to divide a 5.01-acre parcel on Tennessee Street.
