Jamestown City Recorder Indicted On Multiple Counts

A State Comptroller’s Office investigation has lead to the indictment of Jamestown City Recorder Gail Dishmon.

The charges involve her personal natural gas account and questionable compensation. Comptroller’s Office Communications Director John Dunn said the investigation began after the city’s financial auditor found delinquent balances in December of last year.

“She was failing to pay her personal natural gas utility bills,” Dunn said. “In fact when the auditors discovered delinquent balances in Jamestown related to her, they totaled more than $1,700.”

Dishmon was indicted on one count of theft of services over $1,000 and one count of official misconduct. Jamestown Mayor Harvey Stowers said Dishmon was placed on unpaid leave following the indictment. Stower said he wants more information regarding the investigation before commenting on the length of suspension.

According to the report, Dishmon also transferred her son’s unpaid balances to an inactive account and allowed her son’s natural gas account to go unpaid. Dishmon allegedly reduced her son’s unpaid account by applying grant funding to the balance.

Investigators also noted that Dishmon used questionable annual and sick leave and paid herself questionable compensation.
