New Law Betters Communication Between First Responders and People With Disabilities

A Cookeville non-profit that supports individuals with disabilities sees a new state law as a step in the right direction.

The Precious Cargo Act went into effect this year and helps certain citizens better interact with law enforcement or first responders. Community Options Executive Director Kristine Shirley said the act will help with communication barriers.

“Not all of the public is educated on this population,” Shirley said. “So that does help in maybe getting people more of a mindset of people with disabilities do need a little bit more help.”

The new law allows those with disabilities to designate needs under their vehicle’s title and registration. Once approved, the designation remains on the vehicle’s data to ensure safe and efficient interactions.

“It is probably one of the biggest challenges,” Shirley said.

Shirley said she has seen situations where the law will be useful. Often times, police are called but are not necessary if the right communication was used.

“People with disabilities do need a little more help with communication,” Shirley said. “I’ve seen situations where police might had to be brought in or something and because the person having intellectual or developmental disabilities. They might look just look like us but may still need support.”
