Crossville City Council Works On Next Step For Recreation Center

The Crossville City Council discussed the next steps for designing its planned indoor recreation center during a Tuesday work session.

City Manager Greg Wood said he recommends council members move forward by requesting for qualifications on the project.

“I would like it to be designed in such a fashion that it could be a phased construction,” Wood said. “Number 1 for grant purposes and number 2 for costs. So that for example, we could get the swimming pool in and functional and then start on the second phase.”

HFR Design out of Brentwood conducted the original study on the recreation center. Associate Beth Meadows said the city has different options to explore during the design process such as an outdoor aquatic facilities.

“You would look at options to have some type of restroom facility and things like that, as well,” Meadows said. “So to some extent you will still have some type of building for the pumps and chemical room and whatever. It just depends on what you all are comfortable doing and that’s how it gets designed.”

Regardless of a phased approach or all at once, the project would still be eligible for state grants, according to a HFR consultant at the work session. However, a whole phase would need to be completed before starting the next.

Wood said he would like bidders to submit quotes with the project in phases. Wood said a phased approach will increase the possible grant funding, but the council should consider price increases in the future causing the project to cost more than expected.

Wood said the final plan for the facility will also need tweaking as the state did not approve. Wood said he is now working with UCDD to create a plan the state is happy with. The home for the recreation center is still in the air as Crossville has potential land on Main Street and acquired land on Webb Avenue.
