Norris Captured In North Dakota

A Clay County inmate is back behind bars in North Dakota.

Roy Norris was arrested by Stark County Sheriff Deputies last week for burglary. Clay County Chief Deputy Rick Lisi said Norris is facing additional charges in Tennessee and Kentucky.

“He was in possession of some sort of weapons, and when confronted [he] attempted to flee and allude,” Lisi said. “The sheriff’s office there was capable of bringing him into custody as a result of his nefarious deeds there.”

Norris began serving a 10-year burglary sentence before escaping Clay County custody in July. Lisi said he believes Norris moved to North Dakota due to family.

“He’s in that area because his significant other is from that area and has a daughter in that area,” Lisi said. “He’s gravitated towards that area we believe in an effort to reconnect with her. He’s presently housed in the Southwest Multi-County Correctional Center.”

Lisi said Norris took a plea agreement on several burglary charges. When Norris returns to Tennessee he must serve TDOC time as well as other evading arrest charges.

His court date in Stark County is November 2.
