The November election ballot will not include a referendum seeking to overturn a Cookeville City Council rezoning ordinance.
A group opposing the rezoning on West 9th and North Franklin Avenue failed to gather more than 2,000 signatures needed to place the referendum on the ballot.
Putnam County Election Administrator Debbie Steidle said Wednesday that the group turned in between 400 and 500 signatures.
That means the project to build a 160-unit apartment complex will continue to move forward at the location.
Clearing has already begun on the land.
