A Monterey man that has been arrested at least 30 times once again in custody on methamphetamine charges. 40-year-old Michael Howard was arrested Monday night. A Warren County woman arrested Thursday on TennCare fraud and theft of services after allegedly reporting false information to the state. Thirty-year-old Jessica Tees faces felony charges.
